This PR adds
rstack-clito the Rsbuild, Rstest, Rslib, and Rspress ecosystem coverage. Rsbuild, Rstest, and Rslib share a suite that builds the native binding and runs the full Rstack CLI tests, while Rspress only builds the website. The corresponding dispatch and repository CI matrices now include the new suite.
